The Second Tier Initiative serves as an enhancement to, not a replacement for, existing efforts aimed at increasing meaningful opportunities for MBEs to participate as First Tier Suppliers. These recommended Guidelines apply to supplier diversity programs/strategies, and represent a standard to assist current and emerging Second Tier Initiatives in their development process.

SURVEYS
National Minority Supplier Development Council surveys its corporate members to get a snapshot
of the current landscape of corporate members' minority supplier development processes.
The members represent many states and many industries and they provide rich, baseline
information for our members and the larger business community. The survey questions are based
on NMSDC's Best Practices in Minority Supplier Development: Guidelines brochure.
In the mid-1990s, NMSDC had three surveys prepared by Yankelovich Partners, Inc.
which are available.
